Facilitation of the Maryland Home Visiting Consortium Scope of Activities: 1. CONVENE AND CO-FACILITATE BI-MONTHLY MEETINGS OF THE CONSORTIUM MEMBERSHIP WITHIN A TWELVE MONTH PERIOD. Friends of the Family will convene, coordinate, and co-facilitate bi-monthly meetings of the Consortium membership (total of 6 meetings within a 12 month period). Four meetings will be held at Friends of the Family, Inc, 1001 Eastern Avenue, Baltimore (in kind contribution). Two meetings will be held in Columbia at a site to be determined based on cost and availability. Friends of the Family will assume all administrative duties related to planning and operating a successful meeting, including issuing invitations; tracking RSVPs; arranging for presenters; preparing and copying all materials and documents needed for the meeting; preparing the meeting site; writing and distributing minutes of previous meetings to members within two weeks of the meeting; and maintaining and updating the membership roster as needed. Friends of the Family will collaborate with Consortium members to identify and determine agenda items and set goals for each meeting prior to each meeting. Friends of the Family will facilitate meetings and manage discussions. Progress towards goals and commitments for meeting specific objectives will be reviewed by the group at the end of each meeting. 2. THROUGH BI-MONTHLY MEETINGS AND RELATED FOLLOW-UP COMMUNICATIONS, MAINTAIN FOCUS OF HVC MEMBERSHIP ON KEY AREAS IMPACTING THE QUALITY OF HOME VISITING PROGRAMS IN MARYLAND. QUALITY ASSURANCE: DEVELOP AND DISSEMINATE RECOMMENDED PROGRAM PRINCIPLES AND GUIDING STANDARDS. Existing Consortium home visiting principles and guiding standards will be reviewed and modified as needed. A recommendation for temporary approval will be made to assure that the group starts quickly on a common foundation. Approving existing principles temporarily will allow members to field-test them while continuing other Consortium activities. Friends of the Family recommends approving the existing principles and standards for one year and using the interim to complete the portfolio of basic organizational materials for final approval by the Consortium. At the end of one year, the Consortium will review the principles and standards and any recommendations for change, make changes agreed upon by consensus, and approve a final set of principles and standards for permanent use. DEVELOP A FRAMEWORK AND PROCESS FOR LOCAL HOME VISITING PROGRAMS TO ENGAGE IN SELF-EVALUATION OF PROGRAM QUALITY, IDENTIFY AREAS IN NEED OF IMPROVEMENT, AND DEVELOP AND MONITOR LOCAL IMPROVEMENT PLAN/ACTIVITIES. Friends of the Family will plan and manage a process that supports home visiting programs to conduct self-evaluation of program quality as follows: Request that all programs provide the self-evaluation formats they currently use. Provide technical support to programs that request assistance with the development of a self-evaluation tool and offer suggestions to improve tools that do not adequately address all program areas. Request that each program submit its completed self-evaluation with an improvement plan if there is any program area that is found to be unsatisfactory. Self-evaluations and improvement plans would be due within six months of the start of the reconvened Consortium. Friends of the Family will review all submitted documents in order to make recommendations to the Consortium to improve the statewide self-evaluation process and tools. The review will also identify common areas of program strength and challenge. A summary report of the review will be prepared and disseminated for discussion. This plan is intended to introduce Consortium members to the idea of statewide self-evaluation in a non-threatening way and enlist the support and participation of members. It presents an opportunity for home visiting programs to access existing tools and understand varying processes, learn about different programs from each other, and resolve common concerns. Reviewing tools and self-evaluation results will yield common elements that can be incorporated into a systematic process that could be launched in FY 2009. A third-party or peer monitoring system could be initiated in Year Three of the reconvened consortium with sufficient resources and the consent and participation of those to be evaluated. PROFESSIONAL DEVELOPMENT: DEVELOP STRATEGIES FOR SHARING TRAINING EFFORTS AND OPPORTUNITIES AMONG LOCAL HOME VISITING PROGRAMS. Friends of the Family will encourage and facilitate sharing information about training opportunities and resources among members during bi-monthly meetings. Friends of the Family will utilize its website as an additional resource. See below for information about the use of  HYPERLINK "http://www.friendsothefamily.org" www.friendsothefamily.org. Friends of the Family will assess training needs for the Consortium. If there is need for specific in-service sessions (e.g. Working with Adolescent Parents, Time Management, Family Nutrition, etc.) Friends of the Familys Parents As Teachers (PAT) Maryland Trainer and its Program Director will provide or arrange for skill development and training in the Friends of the Family training room. Should more than 40 home visitors need a particular session, the session will be offered again. Statewide meetings of all home visitors have been successful in the past. Friends of the Family will work with DSE/EIS to find resources to hold such a conference for all Maryland home visitors and their supervisors in the fall of 2008. All efforts will be made to keep costs low and secure funds from other sources. Because State and federal funds to support home visiting have been reduced over the last several years, every effort should be made to provide free or low-cost training for home visitors and opportunities for networking. Both help to reinforce the value of their service and underscore the effectiveness of home visiting in strengthening family and child development. IDENTIFY STRATEGIES FOR INCREASING COMMUNICATION AND COLLABORATION AMONG HOME VISITING PROGRAMS. In order to increase communication, Friends of the Family will add a Home Visiting Consortium link on the left pane of its website ( HYPERLINK "http://www.friendsothefamily.org" www.friendsothefamily.org). An official list of members, a calendar of future meeting and training dates, and Consortium minutes and documents will be posted here and readily available to all members. A listserv will be developed so that interested parties may receive email notices directly. FOF will ask Consortium members to suggest other ways to increase communication and collaboration and will follow up on these. ESTABLISH A FRAMEWORK FOR LOCAL HOME VISITING PROGRAMS TO WORK COLLABORATIVELY TOGETHER ON TRAINING AND RELATED CONCERNS, SUCH AS CREDENTIALING AND CERTIFICATION. As a means of encouraging collaboration, Friends of the Family will propose to the Consortium that home visiting programs that are active e.g. regularly attend meetings, participate on a committee, and participate in the self-evaluation process will be active members of the Consortium and as such, eligible to vote on issues that may come before the Consortium. All meetings will be open to all home visiting programs, and all programs will be encouraged to participate fully. Once the Consortium has been working collaboratively for a year and has held a successful statewide meeting, issues of credentialing and certification will be placed on the agenda. Friends of the Family proposes to proceed slowly so that those involved want to adopt a more demanding set of standards. A well-reasoned case and incentives will be important pieces of this initiative. As DSE/EIS has stated, the current availability of resources to support the professional development of the workforce is a serious short-term concern. c. OTHER, AS IDENTIFIED BY THE CONSORTIUM MEMBERSHIP AND IN CONJUNCTION WITH THE DSE/EIS. As other issues and concerns are identified by the Consortium membership they will be presented to DSE/EIS for discussion and recommendation. Friends of the Family believes that collaborative facilitators must help all parties see all sides of an issue and encourage win-win negotiation whenever necessary. 3. REPORTING TO DSE/EIS Friends of the Family will provide status reports following each Consortium meeting, including meeting minutes, list of issues raised, resolutions approved, and ongoing issues to be addressed.
