Facilitation of the Maryland Home Visiting Consortium Scope of Activities Activities Notes and PlansI. CONVENE AND CO-FACILITATE BI-MONTHLY MEETINGS OF THE CONSORTIUM MEMBERSHIP WITHIN A TWELVE MONTH PERIOD. Friends of the Family will convene, coordinate, and co-facilitate bi-monthly meetings of the Consortium membership (total of 6 meetings within a 12 month period).A. Four meetings will be held as Friends of the Family, Inc., 1001 Eastern Avenue, Baltimore (in kind contribution). Two meetings will be held in Columbia at a site to be determined based on cost and availability. Meetings held: 2/14/08 @ FOF 3/20/08 @ CCRC 5/8/08 @ CCRC 6/12/08 @ CCRC 9/11/08 @ FOF 11/19/08 @ Wilde Lake (HV Conference) 1/14/09 @ FOF (Directors) 3/12/09 @ FOF 5/14/09 @ FOF B. Friends of the Family will assume all administrative duties related to planning and operating a successful meeting, including issuing invitations; tracking RSVPs; arranging for presenters; preparing and copying all materials and documents needed for the meeting; preparing the meeting site; writing and distributing minutes of previous meetings to members within two weeks of the meeting; and maintaining and updating the membership roster as needed. RSVPs have been sent from FOF using existing distribution lists from MSDE and FOF. Agendas, minutes and other materials for the meetings were copied and distributed at the meetings, then posted on the FOF website. Updating the existing list was an agenda item on 6/12/08. Distribution list was updated as changes became known. Home visitors were invited to the May 09 meeting. An attempt was made to conduct the meeting using videoconferencing. C. Friends of the Family will collaborate with Consortium members to identify and determine agenda items and set goals for each meeting prior to each meeting. Agenda items were solicited as part of the summary at each meeting and summarized in the minutes for each meeting. Three committees were established to support the work of the Home visiting Consortium: Standards, Professional Development and Networking ActivitiesNotes and PlansD. Friends of the Family will facilitate meetings and manage discussions. Progress towards goals and commitments for meeting specific objectives will be reviewed by the group at the end of each meeting. FOF facilitated each meeting. Time was allotted at the end of each meeting for review and summary. II. THROUGH BI-MONTHLY MEETINGS AND RELATED FOLLOW-UP COMMUNICATIONS, MAINTAIN FOCUS OF HVC MEMBERSHIP ON KEY AREAS IMPACTING THE QUALITY OF HOME VISITING PROGRAMS IN MARYLAND. A. QUALITY ASSURANCE:DEVELOP AND DISSEMINATE RECOMMENDED PROGRAM PRINCIPLES AND GUIDING STANDARDS.Existing Consortium home visiting principles and guiding standards will be reviewed and modified as needed. Principles and standards were on the agenda at each meeting prior to 9/11/08. (The 9/11 meeting focused on conference planning.) Standards were part of the discussion at meetings in January and March, 2009. A recommendation for temporary approval will be made to assure that the group starts quickly on a common foundation.Temporary approval was brought up at the 2/14/08 meeting. The consensus was that more discussion was needed, so temporary approval was placed on the agenda for 3/20. Performance standards were temporarily endorsed at the 3/20/08 meeting. Approving existing principles temporarily will allow members to field-test them while continuing other Consortium activities.Participants at the 3/20 meeting agreed to share the Performance Standards with their local distribution hubs. A set of focus questions was written to standardize local sharing.Friends of the Family recommends approving the existing principles and standards for one year and using the interim to complete the portfolio of basic organizational materials for final approval by the Consortium. Existing Standards were unanimously approved at the 3/12/09 meeting. At the end of one year, the Consortium will review the principles and standards and any recommendations for change, make changes agreed upon by consensus, and approve a final set of principles and standards for permanent use. Further work on the Standards will be undertaken by the Standards Committee in collaboration with the HVC. In May, 2009, the Standards Committee agreed to develop a request for information about Standard #2 from programs.DEVELOP A FRAMEWORK AND PROCESS FOR LOCAL HOME VISITING PROGRAMS TO ENGAGE IN SELF-EVALUATION OF PROGRAM QUALITY, IDENTIFY AREAS IN NEED OF IMPROVEMENT, AND DEVELOP AND MONITOR LOCAL IMPROVEMENT PLAN/ ACTIVITIES. Friends of the Family will plan and manage a process that supports home visiting programs to conduct self-evaluation of program quality as follows: ActivitiesNotes and PlansRequest that all programs provide the self-evaluation formats they currently use.Directors submitted program self-evaluation templates at the January, 2009 Directors Day meeting.Provide technical support to programs that request assistance with the development of a self-evaluation tool and offer suggestions to improve tools that do not adequately address all program areas.Request that each program submit its completed self-evaluation with an improvement plan if there is any program area that is found to be unsatisfactory. Self-evaluations and improvement plans would be due within six months of the start of the reconvened Consortium.Friends of the Family will review all submitted documents in order to make recommendations to the Consortium to improve the statewide self-evaluation process and tools. The review will also identify common areas of program strength and challenge. A summary report of the review will be prepared and disseminated for discussion.This plan is intended to introduce Consortium members to the idea of statewide self-evaluation in a non-threatening way and enlist the support and participation of members.Self-evaluation was introduced on 2/14/08. On 3/20, the group agreed that The Home Visiting Performance Standards support a process for developing a framework of recommended standards for quality home visiting programs in Maryland. Reviewing tools and self-evaluation results will yield common elements that can be incorporated into a systematic process that could be launched in FY 2009.On 3/12/09, the newly formed Standards Committee agreed to undertake a first look at common elements.A third-party or peer monitoring system could be initiated in Year Three of the reconvened consortium with sufficient resources and the consent and participation of those to be evaluated. B. PROFESSIONAL DEVELOPMENTDEVELOP STRATEGIES FOR SHARING TRAINING EFFORTS AND OPPORTUNITIES AMONG LOCAL HOME VISITING PROGRAMS. ActivitiesNotes and PlansFriends of the Family will encourage and facilitate sharing information about training opportunities and resources among members during bi-monthly meetings.A training calendar is posted on the FOF website. Updates have been made based on most current information. A Professional Development Committee will participate in and assist with this item.Friends of the Family will utilize its website as an additional resource. If there is need for specific in-service sessions (e.g. Working with Adolescent Parents, Time Management, Family Nutrition, etc.) Friends of the Familys Parents As Teachers (PAT) Maryland Trainer and its Program Director will provide or arrange for skill development and training in the Friends of the Family training room. Should more than 40 home visitors need a particular session, the session will be offered again. Training needs have been discussed at each meeting. A training calendar is posted and updated. Co-chairs for the Professional Development Committee will share part of this function. A global list of training topics is included in the minutes for 2/14 and 5/8. Additional ideas were listed in the minutes for 3/12/09. An extensive list of in-service training topics was discussed at the May 09 meeting in preparation for another conference. FOF Trainers offered CSEFEL training to 30 home visitors across the state. 7.1.08ActivitiesNotes and PlansStatewide meetings of all home visitors have been successful in the past. Friends of the Family will work with DSE/EIS to find resources to hold such a conference for all Maryland home visitors and their supervisors in the fall of 2008.Home Visiting Conference held on November 19, 2008 at Wilde Lake Interfaith Ctr. in Columbia. Total attendance 118. The Professional Development Committee of the Home visiting Consortium will begin planning a Statewide Conference for November, 2009. Meeting for Admin. & Supervisors was held January 14, 2009 at FOF. The Professional Development Committee accepted responsibility for planning the next home visiting conference for Fall, 2009.All efforts will be made to keep costs low and secure funds from other sources. There were no registration fees for the November, 2008 conference.Because State and federal funds to support home visiting have been reduced over the last several years, every effort should be made to provide free or low-cost training for home visitors and opportunities for networking. Both help to reinforce the value of their service and underscore the effectiveness of home visiting in strengthening family and child development. Free and low-cost training sites were discussed on 5/8/08. IDENTIFY STRATEGIES FOR INCREASING COMMUNICATION AND COLLABORATION AMONG HOME VISITING PROGRAMS. In order to increase communication, Friends of the Family will add a Home Visiting Consortium link on the left panel of its website ( HYPERLINK "http://www.friendsothefamily.org" www.friendsothefamily.org) Webpage is in use. FOF website is under renovation.A listserv will be developed so that interested parties may receive email notices directly. Distribution list has been and continues to be used. Growing the group has been a recurring agenda item. A Networking Committee was established at the March, 2009 Consortium meeting.ActivitiesNotes and PlansFOF will ask Consortium members to suggest other ways to increase communication and collaboration and will follow up on these. Survey Monkey was used to collect information from programs during July, 2008. A Networking Committee was established to support communication and collaboration among programs. Committee expectations were clarified at the May, 09 meeting. ESTABLISH A FRAMEWORK FOR LOCAL HOME VISITING PROGRAMS TO WORK COLLABORATIVELY TOGETHER ON TRAINING AND RELATED CONCERNS, SUCH AS CREDENTIALING AND CERTIFICATION.  As a means of encouraging collaboration, Friends of the Family will propose to the Consortium that home visiting programs that are active e.g. regularly attend meetings, participate on a committee, and participate in the self-evaluation process will be active members of the Consortium and as such, eligible to vote on issues that may come before the Consortium. Members attending the 3/12/09 HVC meeting voted to accept the Principles and Standards. Members in attendance at the same meeting began formation of three committees, chose chair persons, and had first discussions about the charges given to the committees.All meetings will be open to all home visiting programs, and all programs will be encouraged to participate fully. Everyone on existing distribution lists is invited to each meeting. Committee members are drawn from all programs.Once the Consortium has been working for a year and has held a successful statewide meeting, issues of credentialing and certification will be placed on the agenda. Friends of the Family proposes to proceed slowly so that those involved want to adopt a more demanding set of standards. A well-reasoned case and incentives will be important pieces of this initiative. As DSE/EIS has stated, the current availability of resources to support the professional development of the workforce is a serious short-term concern.  C.
