Nurse-Family Partnership (NFP) NFP serves low-income first-time mothers. Services are aimed at prevention of low birthweight, prematurity, infant mortality, second births to teen mothers, and to promote school readiness and (long-term) high-school drop-out and juvenile delinquency. One (1) program based in Garrett County with funding from the local health department, local management board, and Community Health resources Commission. Healthy Families America (HFA) Services may begin prenatally or at birth and continue for three to five years. HFA is aimed at promoting positive parenting, enhancing child health and development, and preventing child abuse and neglect. Trained professionals with supervision from either nurses or social workers link families with a medical home and ensure homes are safe. Families are selected through a standardized assessment that identifies health and abuse risk factors. (14 programs in Maryland, funding from MSDE is administered through local management boards.) Parents as Teachers (PAT) Services may begin prenatally and continue through school entry. PAT is focused on school-readiness, helping parents become their child’s first teacher, and includes monthly, biweekly or weekly home visits by a parent educator, group meetings, developmental screenings and referrals. (38 programs in Maryland linked to Family Support Centers or various early childhood programs). Early Head Start (EHS) Services are for low-income families with infants and toddlers (zero to three years old) and pregnant women. EHS offers a combined program of center-based classes and weekly home visits linked to Family Support Centers and/or schools. (25 programs in Maryland supported with direct federal funding) Home Instruction for Parents of Preschool Youngsters (HIPPY) HIPPY works with parents of children aged three to five. Primary focus is school readiness and family literacy. Home visitors from the local community work with low-income families in home visits and group social meetings, linked to schools.
